Disability and the Public Value of Health

Standard policy uses of population health measures presume that disabilities are health states that ought to be prevented because of their negative impact on quality of life. I argue that recent disability scholarship provides reason to believe that this is doubly mistaken: for purposes of public policy, disabilities cannot be ranked (1) as health states; or (2) in terms of their impact on well-being.
