OverviewWith expertise in international public health, FDA clinical trials, molecular and immunologic diagnostics, laboratory management, quality management systems, and data standardization, Paul has 20+ years working in laboratory science managing epidemiologic research, diagnostic assay design, and many phases of clinical trials. Experienced with ISO 14971 (Risk Management), ISO 17025 (Competence of Testing, Calibration), and ISO 15189 (Medical Laboratories, Quality and Competence) to which he audits, he has mentored quality and laboratory management as well as biosafety/biosecurity in Kazakhstan, Liberia, Sierra Leone, and South Africa. Translating laboratory sciences into action, Paul has lived/worked in resource-constrained countries building capacity, while he coordinated the standardization of clinical-trial sites worldwide. Paul implemented a rapid scale-up of the clinical diagnostics in Ugandan to provide immediate support for antiretroviral treatment (PEPFAR), and in West Africa for Ebola diagnostics to aid Ebola Treatment Centers. He has managed multiple projects: DHS, DTRA, NIH, NIMH, and industry sponsored studies. Recognizing issues with sustainability, Paul’s scientific endeavors have been strengthening data collection to guide clinicians’ science based decisions as well as support for epidemiologic research.
